Garth Singleton


Overview

Garth Singleton is a specialist in health sector planning, management and financing. He has worked extensively in Africa, Asia and the Pacific region on a range of long and short term health assignments. He has more than 25 years' experience of providing consultancy support in monitoring and evaluation, health planning, health financing and programme design and the development of public, private and non-governmental organisation health services in low-income countries.


Background and relevant experience

Previously, the General Manager of Health Partners International from 1996 to 2006, and on the Board of Directors between 1996 and 2009, Garth has extensive experience in monitoring and evaluating health and HIV/AIDS sector activities, including public, private and NGO sector services, on behalf of international aid organisations.

He has been team leader for a number of assignments that have monitored the implementation of sector-wide plans in Ghana, Tanzania, Malawi and Mozambique:

  • In Mozambique he led a team participating in the first joint government/partner evaluation of health sector performance in which agreed indicators were validated and quality of care, health planning and gender issues were investigated
  • In Malawi he led the biannual review team that monitors the National AIDS/HIV Control Programme.

 

Garth has successfully facilitated strategic health planning processes in Malawi, Nigeria, St Lucia and the Occupied Palestinian Territories:

  • In St Lucia he was the external coordinator and senior planner for a six-month process of external inputs, in support to the Ministry of Health, to develop the National Health Plan
  • In Palestine he was a member of the team that supported the Ministry of Health of the Palestinian Authority to undertake its strategic planning process. The process assisted the ministry to look beyond the emergency situation and examine key choices for future development of health services.

 

His other work has included:

  • examining the financing and use of rural health services in the People’s Republic of China
  • reviews of health sector expenditure and programme development in Tanzania, Ghana, and Uganda
  • preparing a health sector investment programme in Lesotho
  • preparing a health sector development strategy for the Maldives
  • improving the efficiency of disbursement procedures for health sector counterpart funds in Ghana
  • providing health financing support to the design of a programme of support to the National AIDS Council in Zambia.

 

Garth has worked in many countries throughout the world, including Ethiopia, Gambia, Ghana, Lesotho, Malawi, Mozambique, Namibia, Nigeria, Tanzania, Uganda, Zambia, Bangladesh, Maldives, Malaysia, Palestine, Papua New Guinea, Vanuatu, Peru, St Lucia, Barbados, St Kitts and Nevis.
