Contracting Mechanisms

Health Partners International (HPI) is a team member in the following global contracting mechanisms for the delivery of technical support:


Department for International Development Reproductive Health Services Framework

HPI is a member of the ‘The Futures Partnership’ led by Futures Group Europe, one of a panel of 17 internationally recognised suppliers to deliver Reproductive Health (RH) Services under a Department for International Development (DFID) framework agreement.


All reproductive health services programmes will be tendered under ‘mini-competitions’ as part of the framework contract. It is anticipated that DFID will spend £40 million per year through this framework to deliver its strategy for improving reproductive, maternal, and newborn health. Appointed suppliers will be required to deliver a range of health services and commodities at scale, including:

  • social marketing and/or social franchising of reproductive health services/commodities

  • antenatal and safe childbirth services

  • nutritional supplements

  • neonatal care

  • safe abortion related services

  • prevention of HIV and other sexually transmitted infections


The geographic scope will include DFID's 27 priority countries across Africa and Asia with a bi-lateral aid programme. The framework agreement began in August 2011.


EU Lot 8 Framework Contract

HPI is a member of the Ecorys Health Consortium, which holds one of the European Union Lot 8 Framework Contracts. The contract provides short- and long-term technical assistance in health to European Delegations in countries with aid agreements with the European Union.

Technical assistance focuses on the following core areas: public health, health economics and health financing, health care, human resources development, pharmaceutical sector and health promotion.


The EU Framework mechanism was established to provide consultancy services valued at under €200,000 to the Delegations of the EU for health sector activities in their partner countries.  Four Consortia are called upon to submit offers on competitive basis for specific assignments procured under the Framework Contract.


The Ecorys Health Consortium has been in operation since 2005 and includes eight primary partner organisations from France, Germany, Portugal, Hungary, the Netherlands, Belgium and Austria as well as secondary partners in a number of developing countries. HPl has provided consultants to support various projects it has undertaken including:

EU Lot 1 Framework Contract Commission

HPI is a member of the SACO (SAFEGE/COWI) Consortium, which holds one of the European Union Lot 1 Framework Contracts: Studies and technical assistance in all sectors.

Technical assistance focuses on: social development/employment/eradication of poverty, education, health, civil society, human rights, governance/state reform/security, migration, trade/development of the private sector, food security, rural development, environment/climate/natural resources/energy, and development policies. HPI is the lead partner for the health sector.


The SACO Consortium includes 13 partner organisations from Europe. The SACO Consortium has been in operation since February 2011. Four Consortia are called upon to submit offers on competitive basis for specific assignments procured under the Framework Contract.
