PLAMAHS - Planning and Management of Assets in Health Services
The PLAMAHS programme is a software planning tool. It is designed to assist with the planning and implementation of the physical assets component of health reform processes, such as building, utilities and equipment.
PLAMAHS - Planning and Management of Assets in Health Services collates information on health sector physical assets to provide:
- information on the status of the present asset base through inventory and maintenance information
- a reference to the health and equipment policy in order to assess compliance with the policy
- budgets in order to plan and allocate the available financial resources
- procurement information, supporting the acquisition process of the appropriate equipment.
The PLAMAHS database can be adapted to the particular needs of individual health services, health systems, individual providers or even donor organisations. It enables comparisons between norms and standards of established national health facility infrastructure and the actual situation within the health facilities.
The database can be used to:
- help identify priority infrastructure needs by facility or geographical area
- calculate costs for both investment and recurring cost budgets and to generate bills of quantities, generic specification and distribution lists for use in procurement exercises
- manage the maintenance of physical assets through monitoring activities of multiple workshops
- inform donor decision regarding allocation of resources.
